Our Structure
IFLRY is a global federation of over 100 member organizations united by our commitment to liberal values. Our structure ensures democratic decision-making while enabling effective day-to-day operations.
General Assembly
Our highest decision-making body, the General Assembly (GA), brings together delegations from all member organizations at least every two years. The GA decides upon:
- Our Manifesto - the political platform for the Federation
- Our Plan of Action - planned activities for the next two years
- Our Policy - through the adoption of resolutions
- Our Budget - proposed by the Bureau
- Our Leadership - electing the Bureau members
The Bureau
The Bureau is IFLRY's governing body, responsible for strategic direction and day-to-day management between General Assemblies. It consists of:
The G3 (Executive Team):
- President
- Secretary General
- Treasurer
Vice Presidents: Four Vice Presidents elected annually by the General Assembly
Regional Representatives: Representatives appointed by our four regional organizations:
- LYMEC (Liberal Youth of the European Union)
- CALD Youth (Council of Asian Liberals and Democrats Youth)
- ALYF (African Liberal Youth Federation)
- JULAC (Juventud Liberal de las Américas y el Caribe)
All Bureau positions are voluntary, with members dedicating their time and expertise to advance liberal youth movements worldwide.
Regional Structure
Every IFLRY member organization is assigned to at least one of our regions, each with a dedicated Bureau Buddy who serves as the main point of contact. This ensures close communication, quick updates, and strong regional coordination across our global network.
Our Programmes
IFLRY runs 13 active programmes that focus on specific themes and regions, each managed by dedicated Programme Managers and volunteer teams. Our programmes cover:
Regional Focus: Africa, Asia, Caucasus, Eastern Europe, Latin America
Thematic Focus: Climate Change, Female Leadership, Trade and Innovation, Human Rights, Pool of Trainers, Pride, Libel, Well-being

Teams and Working Groups
Beyond our formal programmes, IFLRY operates through various teams and working groups that focus on specific projects, campaigns, and organizational tasks. These flexible teams allow members to contribute their skills and passion to particular initiatives, whether short-term campaigns or ongoing organizational needs. Teams and working groups are coordinated by the Bureau and Programme Managers, creating opportunities for members to get involved in focused, collaborative work.
The Office
To support the Bureau and ensure smooth operations, IFLRY maintains a secretariat in Berlin, Germany. The Office is led by a full-time Executive Director and supported by part-time staff, interns, and coordinators. While Bureau positions are voluntary, the Office consists of paid staff who handle administrative tasks, programme coordination, and member support.
